The Assembly has rejected the Governor’s proposals to apply a 10% across-the-board cut to EI services and to require “larger” providers of EI Medicaid services to bill Medicaid directly.  They may be open to supporting the proposal to maximize commercial insurance reimbursement and we are continuing to work on this proposal. 

The Senate, however,  has accepted the Governor’s cuts and rejected the commercial insurance coverage.  The biggest issue is certainly the 10% cut.  Conference Committees have been set up for today and the process seems to be moving very quickly.  For this reason, we ask that you have your families and staff call their Senators to urge them to restore the 10% cut.

They should make the following points:

  •  The Early Intervention program can actually change the prognosis of infants and toddlers with developmental disabilities decreasing their need for services later in life
  • Many providers have already discontinued these services since there has been only one rate increase over the past 16 years
  • A 10% cut to this program would force more providers out of the business and reduce the availability of these uniquely life-changing services.
  • Provider direct billing of Medicaid is costly and burdensome for providers who don't already bill Medicaid for other services, without producing substantial savings for the State.

Please also have families and staff call their Assemblymembers to thank them for rejecting the cut.

In addition, families can log onto to www.iacny.org and click on take action now to send emails or printed letters to their Senators to urge them to reject the Governor’s proposals and to support commercial insurance reimbursement.  They can also find out who their Senators and Assemblymembers are by typing their home addresses under the tab “Elected Officials”.

 

Time is of the essence – conference committees are starting today!  The budget is being negotiated now!
